School of Law at Hangzhou City University was established in 2006. Currently, it comprises two departments: the Department of Law and the Department of Public Administration, offering undergraduate programs in Law and Administration.

The motto of the School is Pursuing Justice and Truth Constantly, and Cultivating Virtues for the Public Goods. It actively responds to the major needs of promoting the development of the rule of law for the country in the digital era. The School has successfully built a provincial first-class undergraduate program, provincial off-campus practice education bases, and more than ten research institutes. The School focuses on the main aspects of “metropolis” and “digitalization”, especially in the fields of Rule of Law and Modernization in Metropolis, Digital Law and Modernization of Industrial Governance, Legal Governance and Modernization of Country-Level Governance. It has been exploring the spirit of application-oriented education and interdisciplinary research. Supported by the local government, industry and community, we are integrating law and public administration.

As of April 2024, the School has a total of 975 full-time undergraduate students and 6 graduate students enrolled in joint-training programs. Among the faculty members, 43% hold senior titles while 89% have doctoral degrees. The faculty boasts an international academic structure with high-quality members from prestigious universities such as Peking University, Oxford University, the University of Hong Kong, China University of Political Science and Law, Renmin University of China, Wuhan University, Jilin University, Nanjing University, and Zhejiang University.

Following the principles of “Cultivating Virtues and Morality” and “the Integration of Moral, Intellectual, Physical, Aesthetic, and Labor Education,” the School is committed to fostering practical, comprehensive, and innovative talents in legal and political areas, who have a solid foundation, broad vision, excellent skills, and noble sentiments. Through long-term exploration and practice, it has developed a unique talent training model of“professional knowledge + specialized direction + practical ability,” and achieved outstanding results in talent cultivation. Its pass rate for the legal professional qualification examination exceeds the provincial average level.

As of June 2023, the School has 4,000 outstanding graduates, with over 90% satisfaction rate from employers of its graduates. Hundreds of graduates have grown into the backbone of judicial organs and local government, and nearly one hundred graduates have become directors or partners of law firms. Here are some examples of our distinguished alumni, Xu Hang, the “Most Beautiful Prosecutor”; Li Jiayin, the“National Outstanding Public Prosecutor”; Bao Fang, the “AdvancedIndividual of National Public Legal Service”, and Hu Ningfeng, Xu Dong Yan and Shen Ze, founders of Orange Wish Culture, China's first live-action entertainment platform company. Many other outstanding graduates are also well-acknowledged in their fields. 

In recent years, the School has been promoting collaborations with research teams from renowned domestic and international universities. It also actively reaches out to government agencies, public prosecutors, lawyers, enterprises and institutions to conduct applied, services-oriented research and production based on discipline platforms. In 2023, the School of Law secured over ten million Yuan in scientific research funding. Our faculty members lead the national standard “Specification for Tourism Information Consulting Service” drafting program, which is the first national standard program led by Hangzhou City University.
